Purposes: The purposes of this research were: 1. To study roles of heads of district primary education as expected by primary education administrators in Educational Region Six. 2. To find a comparison between roles of heads of district primary education as expected by primary education administrators in Educational Region Six. Procedure: The population of this research consisted of 3 groups of primary administrators at 3 different levels: provincials, districts and schools. They were as followings: 1. Provincial education administrators who were 7 provincial primary education directors and 14 provincial primary education assistant directors. 2. District administrators who were 58 district primary education heads and 4 district – equivalent primary education heads which were not selected by randomization. 3. Primary administrators at school level who were school directors, school principals and school headmasters which were selected by the stratified random sampling technique. The Krejcie and Morgan table was used to find a proper proportion of the samples. Consequently, the samples of this study were 10 primary school directors, 163 primary school principals and 315 primary school headmasters. The questionnaire used was divided into 2 parts: one was about the general information of the respondents, while the other was concerning functions and responsibilities of the sample involved. These functions and responsibilities focused on general administration, personel, financial and materials, and supervision. Five hundred and seventy one questionnaires of the rating scale type were mailed to the sampled only 524 (91.77 %) returned through postal services. Percentage, Mean, Standard Deviation and F – test (ONE- WAY ANOVA) were employed to analyzed the data. Findings: The conclusion of this study was concluded as the following : 1. In the area of general administration, the provincial primary school district had a high expectation to perform general administration more than the other three functions while the heads of district primary education themselves and the school administrators thought that the general administration should performed most by the head of distric primary education. However, when the expectation of the three groups of administrators were compared in pairs, no significant difference was found. 2. In the area of personel functions, all three administrator groups had the same expectation that personel administration should performed most by the heads of district primary education comparing their expectations in pairs, no significant differences were found. 3. In the area of financial and material functions, all 3 groups had the same expectation that the heads of district primary education curry out financial and material administration the most, comparing in pairs, the expectation of the administrator varied. The provincial administrators had lower expectation of heads of district primary education regarding the financial and material administration than the district and school administrators while the district and school administrators was found there had no different opinions. 4. As for the supervision function of heads of district primary education expected to perform more and most by the provincial administrators and the district and school administrators respectively. When the three groups were compared in pairs, no significant differences were found.
