The study is an analysis of dynamism or lack thereof between political changes and structural reform in the Thai legislative organization. It also proposes recommendations on structural changes that will make the legislative organization more efficient and responsive to changing challenges. Findings show that since 1932, the Secretariat of the National Assemble, which served as the implementing agency for the legislative branch had undergone very little structural change, in spite of substantial transformation in Thai politics and the society. The static structure and operation of the secretariat office became an important impediment for the legislative/representative branch especially when its role became increasing important as a result of political changes. The inefficiency of the secretariat office stood in stark contrast with the bureaucracy that served as the implementing agency for the government. Unorganized work system, financial dependence and ambiguous, overlapping and overlaying roles and responsibilities were outstanding examples of problems in the secretariat office.
