Considers the problems of developing nations arising from their dependence on third countries for shipping services: liner rates that are discriminating against their exports and freight payments that strain their balance of payments. Deals with solutions for the problems based on development of national merchant marines. Assesses validity of arguments put forth for merchant marines by analyzing a model of liner shipping. Shows that rate reduction depends on volume of tonnage and port improvements. Analyzes balance of payment argument by a model showing that substitution of a national ship for a foreign one results in a net contribution to the balance of payments. [TAIC]
