Points out the unsatisfactory results of the work of these Ministries, mentioning economic, social, and administrative problems. Explains the beginning and the development of the CD process, particularly in Thailand. Describes the administration and the activities of CD workers, covering procedures, the training, and financing. Discusses certain limitations of community development. Compares the differences between the CD process and other development processes, pointing out that the CD process is the best method.
