SUMMARY

Comments on the recent article of Professors Mabry and Tanomjit about the manpower planning in Thailand. Studies the serious manpower imbalances concluded from the article of Mabry and Tanomjit based upon their own estimates of future aggregate demand for and supply of manpower in 1976 and 1981 which is quite different from the more optimistic conclusion presented in the Third Five Year Plan of the Royal Thai Government. Suggests that the discrepancy may be caused by NESDB's under-estimation of labor force entrants from each level of educational system and also by using too low a labor force participation rate. Considers different factors used as the major reason for the different conclusions reached. Analyzes whether an average overall labor force participation rate for the entire population of 47.5 is the "appropriate" rate. Criticizes that small differences in the assumption made about the annual increments to worker productivity change completely the resulting picture of labor requirements. [TAIC]
