Explains growth of Indiana/Thammasat Universities' contract for Institute of Public Administration (IPA) from 1955 to IPA's inclusion within NIDA by 1966. Examines the IPA graduate program, its in-service training program, and its establishment of a service research unit concerned with public administration. Discusses IPA's relationship with the Thai bureaucracy and academic programs. Regarding IPA doctrine, mentions ability to innovate and evolve doctrine in a program of activities and the way an organization reaches into its environment as two important factors in analyzing its success. Suggests that IPA developed limited ability in the former but evidence of some success in the latter; and as an institution and a participant in the combination of local academic and bureaucratic organizations made a rather indirect impact on its environment.
