Examines how social dialogue has been used as an instrument to support the recovery from the covid-19 crisis and shows the important of social dialogue as a role in mitigating the impact of shocks. Focuses on social dialogue and the promotion of lifelong learning and skills development. Reviews the voluntary commitments made by Global Deal partners, and considers the types of commitments made and the actions taken by different types of partners.
