The study was an action learning model development for enhancing the internal educational quality assurance system of the Non-formal Educational Centers, Office of the Non-formal Education Commission, Ministry of Education. The four purpose were to: 1) analyze the internal educational quality assurance system to determine which areas required enhancement, 2) develop an action learning model for enhancing the internal educational quality assurance system, 3) deploy an implementation of the model and 4) analyze the success factors of the model. Two non-formal educational centers were selected by purposive sampling technique; Klongsarn, Bangkok, and Ban Beung, Chonburi Province. Each of the centers set up an action learning set. The research instruments consisted of 1) a survey to examine the needs of implementation of the internal educational quality assurance in the Non-formal Education Centers, 2) a pre-test before the implementation, 3) a post-test after the implementation, 4) in depth questions in using the action learning model for enhancing the educational quality assurance system of the Non-formal Educational Centers, 5) a questionnaire for examining the internal educational quality assurance system, 6) a questionnaire for analysis of the key success factors in implementation of the internal educational quality assurance system of the Non-formal Educational Centers. The reliability for questionnaires was tested. The reliability of questionnaire 1 was 0.9297, questionnaire 2 was 1. 0.9959, questionnaire 3 was 0.9959, questionnaire 5 was 0.9610, questionnaire 6 was 0.9849. The statistical methods for data analysis were percentage, range, mean and standard deviation. Major findings were as follow: 1. Each of the center needs to enhance the internal educational quality assurance system; 2. The model of action learning for enhancing the internal educational quality assurance system consists of the ten steps: 1)learning the principles of the action learning, 2) setting up the plan of the meeting, 3) meeting of the set: 4) questioning, 5) Sharing of experiences 6) deciding of the solution, 7) implementation, 8) reconsidering the solution and implementation, 9) conclusion of the learning, 10) celebrate the program. 3. The result of the implementation of the model was that the staff of both center obtained knowledge and attitude toward the internal educational quality assurance system higher than before the implementation; 4. The success factors in using the model consisted of the staff’s knowledge of the internal educational quality assurance system, the participation of all the staff, the commitment of the management, providing of the resources and the recognition. It was also found that the average of success factors in Ban Beung, Chon Buri Province is higher than in the Klongsarn center.
