รายงานการวิจัยนี้มีจุดมุ่งหมาย ที่การสำรวจเชิงวิเคราะห์ต่อนโยบายการจัดการน้ำของรัฐบาลที่เพิ่งประกาศเมื่อไม่นานมานี้ และการวิเคราะห์สถานภาพและปัญหาต่าง ๆ ตลอดจนการบริหารและการจัดการขององค์กรผู้ใช้น้ำในลุ่มน้ำจันทบุรี ทั้งกลุ่มผู้ใช้น้ำแบบดั้งเดิมที่ไม่เป็นทางการและกลุ่มผู้ใช้น้ำแบบเป็นทางการในระดับชุมชน ซึ่งผลการศึกษา พบว่ากลุ่มผู้ใช้น้ำแบบดั้งเดิมมีการดำเนินงานที่เข้มแข็งและยาวนานกว่ากลุ่มผู้ใช้น้ำแบบเป็นทางการ รายงานการวิจัยนี้ได้เสนอแนะกลยุทธ์บางประการในการเสริมสร้างความเข้มแข็งขององค์กรผู้ใช้น้ำในอนาคตเพื่อการพัฒนาอย่างยั่งยืน
This paper aims at providing both an overview of the recent national water management policy and an analysis of the existing status of water users and their problems as well as their management in Chanthaburi Basin, Chanthaburi province. Both traditional water users' organization and formal water users' organization at the community-based perspective were studied and analyzed. It was founded that the traditional water users worked harder and stronger than the formal water users did. Additionally, the paper attempts to propose some strategies toward water user's strengthening which will be used as a model for community's water management in the future.
