This research’s objectives were to develop proper criteria that use to evaluate Thai Higher Education, both public university and private university, to use as guideline to keep standard of academic performance of universities, and to use as guideline to evaluate universities’ missions and to improve curriculum administration, planning for future of universities and build relationships from universities to social for the advance of academics.
Research methodologies in this research are descriptive research, content analysis, questionnaires, and interview. The populations and samples is universities officer from all region of Thailand, both private and public universities.
The results show that, the most importance criteria (has highest score) is philosophy and objectives and the lowest criteria or most less important is management and administrative. So, it can implies that in Thailand, philosophy and objectives are the core of higher education administration and not attend to management and administrative that is about business.
