The Police Department is the major state mechanism responsible for the regulation of the citizens’ behavior in accordance with laws. One of the main problems facing this agency has been changes in values and norms of its personnel leading to deviant behavior which greatly affected the administration of law and order. The objective of this thesis are to study 1) the relationship between the changes in values and attitudes and societal environments and time 2) the process of change in values and attitudes and socializing factors 3) the relationship between the process of changes in values and attitudes and the effects on police officers with different backgrounds and 4) to identify the overall impact of the above-mentioned factors on the system of police administration. Recommendations are also made for the improvements of police administration. An in-depth interview technique is used with sixteen police officers ranking from a sub-lieutenant to a police general. The periods covered in each interview include childhood, adolescent and adulthood and work experiences. The findings are as follow : 1. Changes in values and attitudes of police officers are related to environments which are highly dynamic. 2. Changes in values and attitude are related to the period of service in the Police Department : the longer the period of service, the more deviant the values and attitudes. 3. The most important agent of socialization which greatly affects values and attitudes of police offices is their work experiences. The other three agents of socialization (family, educational institutions and societal environments) are less significant factors influencing police officers’ behavior. 4. Police officers who could adapt themselves to changing environments are more successful than officers who could not do so. Low-ranking officers and high-ranking officers have the widest gap in values and norms. 5. The Police Department in faced with a serious problem arising from patron-client relationship which is, in turn, a consequence of informal practices in police administration. This problem is beyong the capability of the organization itself to cope with, and needs stronger external forces to solve it. 6. The Police Department should improve the curricular of the Police Cadet Academy, and organize training courses for police officers on a continuing basis. There should also be serious efforts to study ways and means to reduce pressures from the patronage system as well as to consider the existing salary scales. It is recommended that a special parliamentary committee be established to look into these matters.
