การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาแนวคิดพื้นฐาน หลักการ โครงสร้าง วิธีการและหลักเกณฑ์ ในการประกันคุณภาพการศึกษาของประเทศต่างๆ เพื่อนำข้อมูลที่ได้มาพัฒนารูปแบบ การประกันคุณภาพการศึกษาระดับอุดมศึกษาสำหรับสถาบันอุดมศึกษาในสังกัดทบวงมหาวิทยาลัย ในการศึกษาได้ใช้วิธีวิเคราะห์จากเอกสารที่เกี่ยวข้องกับระบบการประกันคุณภาพการรับรองวิทยฐานะและข้อมูลเกี่ยวกับมาตรฐานการศึกษาในประเทศสหรัฐอเมริกา อังกฤษ ญี่ปุ่น ออสเตรเลีย สหพันธ์สาธารณรัฐเยอรมันและประเทศไทย เมื่อได้ข้อมูลเบื้องต้นแล้ว ได้นำมาแจกแจงเปรียบเทียบ และสรุปข้อมูลออกเป็นหมวดหมู่และสังเคราะห์ขึ้นเป็นรูปแบบการประกันคุณภาพการศึกษาระดับอุดมศึกษาสำหรับสถาบันอุดมศึกษาในสังกัดทบวงมหาวิทยาลัย จากนั้นได้ทำการทดสอบรูปแบบที่พัฒนาขึ้นโดยใช้วิธีการประเมินโดยผู้ทรงคุณวุฒิ เพื่อพัฒนาเป็นรูปแบบที่สมบูรณ์ต่อไป ผลการวิจัยพบว่า ระบบการประกันคุณภาพการศึกษาของทุกประเทศที่ศึกษาได้เน้นถึงหลักการในเรื่องความเป็นอิสระ (Autonomy) ควบคู่ไปกับความพร้อมที่จะรับการตรวจสอบจากภายนอก (Accountability) ของสถาบันอุดมศึกษา ทั้งนี้โดยที่แต่ละประเทศมีกลไกการดำเนินการและ วิธีการในรายละเอียดที่แตกต่างกันออกไปตามประสบการณ์และจารีตนิยมของตน สำหรับรูปแบบการประกันคุณภาพการศึกษาในระดับอุดมศึกษาสำหรับสถาบันอุดมศึกษา ในทบวงมหาวิทยาลัยที่พัฒนาขึ้น ได้ใช้กระบวนการรับรองวิทยฐานะโดยแบ่งการดำเนินการออก เป็น 2 แบบ แบบที่ 1 ใช้ระบบการตรวจสอบกลไกการควบคุมคุณภาพทางวิชาการภายในที่สถาบันได้จัดให้มีขึ้นโดยลักษณะนี้จะใช้กับสถาบัน อุดมศึกษาหรือหลักสูตรที่เปิดดำเนินการไปแล้วและเป็นระบบที่ให้เป็นไปโดยความสมัครใจ แบบที่ 2 ใช้ระบบการตรวจสอบผลการดำเนินการสำหรับสถาบันหรือหลักสูตรที่ขอจัดตั้งหรือเปิดดำเนินการใหม่ เมื่อเห็นว่ามาตรการและเกณฑ์การดำเนินการเหมาะสมก็ให้การรับรองวิทยฐานะ โดยทั้งสองระบบมุ่งเน้นการกระตุ้นให้สถาบันอุดมศึกษามีอิสระในการกำกับดูแลตนเอง โดยการสร้างระบบควบคุมคุณภาพ ติดตามตรวจสอบการดำเนินงานของตนขึ้นด้วยตนเอง
The objective of this thesis was to study the fundamental concept, the structure, the methods and the criteria of quality assurance systems for higher education institutions in various countries in order to develop a model of quality assurance for higher education institutions under the jurisdiction of the Ministry of University Affairs (MUA). The researcher employed an extensive documentary research end qualitative data analysis techniques to classify, compare end analyze information about quality assurance systems in the United States, England, Japan, Australia, the Federal Republic of Germany and Thailand as to establish a preliminary model of quality assurance for Thai higher education. The researcher further employed experts judgment and criticism to arrive at the final model. The study found a strong emphasis on institutional autonomy and public accountability in the development and Implementation of quality assurance system for higher education institutions whereas the form and function of these systems varied according to the historical development and the culture within each higher education system. The proposed model of quality assurance for higher education institutions under the jurisdiction of MUA placed an emphasis on accreditation activities with two distinctive measures, namely: 1) the voluntary academic auditing of existing programs or institutions focusing on the effectiveness of internal quality control mechanisms and 2) the mandatory accreditation of new programs or institutions based on criteria and review mechanisms coordinated by external body.
