The drug problem is one of the most siginificant social problems at present. Nowadays, Thailand must set aside a large sum of money to tackle this problem as well as mobilizing other resources for that purpose. To do this, the government has tried by all means to co-operate with the international community for the purpose of increasing the effectiveness in dealing with the problem. The government is well aware that the drug problem may in large part cause a chain of problems like crimes, deliquency problems, prostitution, hide-outs, and gambling. These problems all directly or directly affect our national stability, peace and order, and good moral as well as our ceonomy. However, narcotics are still prevalent among our youth or adolescents, not declining even at a small degree. It seems that narcotics will more and more increase in the forseeable future and the longer the time, the more serious and chronic this problem is. Legal measure for preventing narcotics are especially importantones to tackle the ndrug problem as in doing so there must be certain regulations, procedured, and principles, which surely are derived from legal measures.
