This research has three perspicuous objectives as follows" 1. To probe into causes of the narcotic problems. 2.To trace the effects rendered by these problems upon Bangkokians' security and properties at the present time and also in the future. 3. To search for appropriate and efficient legal guidelines to be applied to real situations as ways and means to solve social problems caused by narcotics. The research is conducted by means of documentary survey and field study. The field study is made up of questionnaires prepared for two kinds of subjects: 1. professional lawyers or authorities concerned - 164 persons, 2. general public - 208 persons.Narcotic problems are one of the most important social problems in Thailand. The Thai government has so far earmarked a huge sum of money and other resources for tackling this problem. All the governments in the world also have made determined attempts to do away with the problem. It is well realized that narcotic problems could somehow lead to criminal ones and at last will cause other social problems in a vicions circle manner that are too chronic to solve. These problems do have, in one way or another, impact upon societal security, socio-economic order, and unfortunately, they are still not alleviated even least.To solve narcotic problems effectively, legal measures must be applied as criteria for prescribing methods and plans dealing with the problems. So these measures are said to be most essential of all. In searching for good legal measures, many factors must inevitably be taken into account such as knowledge about narcotics and their kinds, nature and dangers of narcotics, causes of narcotic offences. These factors, when seriously considered, can help authorities to develop legal measures in accordance with real situations, especially those in Bangkok where slums are a main source of these problems.To cope with narcotic problem effectively, various actions must be taken simultaneously, for instance, using measures of suppression, prevention, treatment and rehabilitation, and crop replacement. These actions must be led by legal measures. In addition, the authorities to enforce these measures and laws must be sincere and efficient in their work, and, above all, the general public should have to co-operate with the authorities in tackling these problems.
