Chulalongkorn University imposes no restrictions on the use of the Thailand Information Center (TIC), so that any researchers or scholars, be they affiliated with an organisation or conducting private research, may make use of its facilities.

For the undergrauate students, the TIC feels that there should be only few cases in which they would need to use the type of documents collected at the Center. But if they do, they are requested to present a letter from their lecturer to the Head of the Center confirming their necessity. In brief, the TIC provides a service for graduate students and other researchers through an individual consultation during which the students and researchers are guided to the speediest and best available sources of information.

To ensure order and efficiency in the TIC operation, the Center thus has established the following rules for its users:

Users are requested to inform the TIC staff on the subject they are reading or their purpose for using the TIC's facilities.

Users should not remove documents by themselves. They are requested to read/study the documents required within the TIC's premises and, upon returning such materials, should return them to the appropriate staff member.

Graduate students, and faculty and staff members of Chulalongkorn University are allowed to borrow the documents in an amount of ten documents at a time -- two weeks for general documents and one week for theses and dissertations.

Researchers or scholars outside the Chulalongkorn University can only use but cannot borrow the documents. In such matters, the TIC has provided a photocopying service at the cost of 0.5 baht/page for A4 and 1 baht/page for B4 types of paper.
